What's happening

This bill directs a study and report on extending the Long Island Motor Parkway in Queens, including costs, duration, traffic, and environmental impacts.

Why it matters

  1. Potential for Transforming Local Transportation. By requiring a study of the Long Island Motor Parkway extension, the bill could pave the way for new infrastructure that affects how people move through eastern Queens, influencing commuting patterns, accessibility, and neighborhood connectivity.

  2. Public Spending and Urban Planning Implications. The mandated cost and duration analysis will directly inform taxpayers and policymakers about the scale of investment and disruption required, shaping discussions about priorities for city and state resources.

  3. Traffic and Environmental Considerations. The focus on traffic and environmental impacts ensures that any proposed extension must be weighed against possible congestion, pollution, and ecological concerns, giving residents and advocacy groups data to argue for or against the project.

  4. Accountability and Transparency. By setting a deadline for findings and requiring a formal report to the governor and legislature, the bill promotes governmental transparency and gives the public a clear timeline for when to expect more information and potential next steps.

Title of bill

An act in relation to ordering a study and report on a proposed extension of the Long Island Motor Parkway east from Winchester Boulevard to Little Neck Parkway in the county of Queens; and providing for the repeal of such provisions upon expiration thereof

Summary of provisions

Section 1 of this bill directs the commissioner of the department of transportation to conduct a study on a proposed extension of the Long Island Motor Parkway east from Winchester Boulevard to Little Neck Parkway in Queens County. The study shall find the estimated cost of the project, the duration of the project, the impact to local traffic patterns and the environmental impact.

Section 2 provides that the department of transportation will report the study's findings to the governor and the legislature by February 1, 2018. This act will take effect immediately and will he repealed on February 2, 2020.

Justification

The purpose of this bill is to improve the public space around the Union Turnpike. For years Union Turnpike has been considered one of the most dangerous areas in Queens for bicyclists and pedestrians with one death occurring as recently as January 2014. By extending the existing bike and walking path nearby contained within the Long Island Motor Parkway, public safety can be greatly improved. This bill seeks to order a study concerning the plausibility of this project.
