What's happening
This bill designates the Iranian Hostage Crisis as a "time of war" for New York civil service credit eligibility.
Why it matters
Expands eligibility for civil service credits. to veterans who served during the Iranian Hostage Crisis, recognizing their service as equivalent to other officially designated periods of war.
Acknowledges two distinct timeframes. associated with the crisis (Dec 8, 1978–June 6, 1979 and Nov 21, 1979–Oct 20, 1981), allowing more veterans who served in relevant operations to qualify for benefits.
Requires proof via specific military medals. (Armed Forces Expeditionary, Navy Expeditionary, or Marine Corps Expeditionary Medals), ensuring that only those who directly participated receive the new eligibility.
Addresses a historical gap. by formally recognizing the experiences of veterans involved in the Iranian Hostage Crisis, which previously may not have qualified as "time of war" for state civil service purposes.

Title of bill
An act to amend the civil service law, in relation to making the Iranian Hostage Crisis "time of war" for civil service credit
Purpose
Provides that the periods of the Iranian Hostage Crisis and from November 21, 1979 to October 20, 1981 be "time of war" periods for civil service credit.
Summary of provisions
Section 1: Amends paragraph (c) of subdivision 1 of section 85 of the civil service law by adding two new subparagraphs 9 and 10 to read as follows:
Subparagraph 9: Hostilities participated in by military forces of the United State, known as the Iranian Hostage Crisis, in the Indian Ocean/Iran/Yeman, from the eighth day of December, 1978 to the sixth day of June, 1979, as established by receipt of the Armed Forces Expeditionary Medal, the Navy Expeditionary Medal, or the Marine Corps Expeditionary Medal.
Subparagraph 10: Hostilities participated in by military forces of the United State in the Indian Ocean/Iran/, from the twenty-first day of November, 1979 to the twentieth day of October, 1981, as established by receipt of the Armed Forces Expeditionary Medal, the Navy Expeditionary Medal, or the Marine Corps Expeditionary Medal
Section 2: allows the act to take effect immediately.
Justification
US Military veterans from New York State who defended our country during hostilities should have the ability to earn civil service promotional points. Veterans who served in hostile actions during the Lebanon, Granada, and Panama crises may be eligible for certain state benefits, but those who served during the Iranian Hostage Crisis have been overlooked and are not able to receive these same benefits. This legislation will allow our brave soldiers to earn civil service credit if they served during the Iranian Hostage Crisis and during hostilities participated in by the military of the United States November 21, 1979 to October 20, 1981.
