What's happening

This bill creates a "Pink Ribbon" license plate to fund breast cancer education and support programs in New York.

Why it matters

  1. Creates a new funding stream. for breast cancer education and support by directing proceeds (after covering DMV costs) from the sale of Pink Ribbon license plates to a dedicated "breast cancer education and support fund," ensuring ongoing support for awareness and assistance initiatives.

  2. Supports community-based efforts. by specifying that money from the fund can be used for grants to local organizations, which can help ensure that education and support reach diverse and potentially underserved communities.

  3. Requires a threshold for launch. by mandating either a $6,000 bond or at least 200 pre-orders (with non-refundable fees) before the DMV will produce the plates, which helps protect state resources by ensuring there is sufficient demand and upfront funding.

  4. Includes accountability and sustainability measures. by requiring that, if fewer than 200 plates are sold within two years, the DMV can recoup costs from the bond, helping to minimize financial risk to the state.

Sponsor's memo

Title of bill

An act to amend the vehicle and traffic law, in relation to establishing distinctive "Pink Ribbon" plates; and to amend the state finance law, in relation to establishing the "breast cancer education and support fund"

Purpose

This bill would establish a distinctive "Pink Ribbon" license plate and provide for the use of the service charge for breast cancer education and support.

Summary of provisions

This bill adds a new section 404-x to the vehicle and traffic law that would authorize the creation of distinctive "Pink Ribbon" license plates. It would require an additional annual service charge of twenty-five dollars per each set of plates issued. The initial service charges collected by the department of motor vehicles in excess of six thousand dollars would be paid to the breast cancer education and support fund established in new section 95-h of the state finance law.

Justification

Breast cancer is the most common cancer-other than skin cancer-for women in the U.S., and it is second only to lung cancer as the most deadly. Breast cancer is the most common cancer among women in the United States, other than skin cancer. In 2012 about 226,870 new cases of invasive breast cancer in women. About 63,300 new cases of carcinoma in situ (CIS) will be found (CIS is non-invasive and is the earliest form of breast cancer) and about 39,510 deaths from breast cancer (women) The chance of a woman having invasive breast cancer some time during her life is about 1 in 8. The chance of dying from breast cancer is about 1 in 36. Breast cancer death rates have been going down. This is probably the result of finding the cancer earlier and better treatment. Right now there are more than 2.9 million breast cancer survivors in the United States.

Breast cancer is a terrible disease and we need to make every effort to reduce mortality rates and to someday find a cure. This bill will help raise money to promote education and research in connection with breast cancer and its cure.
