What's happening

This bill requires a permit for assemblies of more than fifty motorcyclists riding together in New York City.

Why it matters

  1. Directly addresses large motorcycle gatherings. , giving city authorities a way to manage or restrict rides that could affect traffic, noise, or public safety—potentially reducing accidents or disruptions caused by big groups.

  2. Requires organizers to disclose planned routes. in advance, which allows city agencies to anticipate road closures, reroute traffic, or increase law enforcement presence as needed, making the city’s response more proactive rather than reactive.

  3. Community boards and the Department of Transportation are given a formal voice. in the permitting process, which may lead to more consideration of neighborhood concerns and local traffic impacts before approval is granted.

  4. Imposes a fee requirement for permits. (matching other event permitting fees), which could deter some informal or spontaneous large rides and also create a small revenue stream for city administration and enforcement costs.

Title of bill

An act to amend the administrative code of the city of New York, in relation to requiring a permit for the assembly of motorcycles

Purpose

The Purpose of this legislation is to require a permit for the assembly of fifty or more motorcyclist to meet and ride. Applications must contain planned route and may be subject to review and comment by both the New York City Department of Transportation and relevant community board or boards.

Summary of provisions

Creates the need for a permit for groups of fifty motorcyclists or more to assemble and ride.

Creates a fee associated with permit application or renewal. Requires planned route be admitted with application.

Creates the ability for review and comment by the New York City Department of Transportation and relevant community board or boards. Shall take effect 180 days after signed into law

Justification

Strengthening the permitting and ensure communities are notified are necessary to mitigate damages of out of control motorcycle gathering. In New York City, demonstrators need a permit to assemble on Public streets, but motorcyclists can assemble by the hundreds. Given the noise, exhaust, safety hazards associated with mass gatherings, we are creating a NYPD permit approval process so they can make informed decision based on safety concerns, We believe any gathering of 50 motorcycles or more would need this NYPD permit to assembly. This permit application would include a route plan detailing where the motorcyclists intend to ride (after all, the routes for hundreds of motorcyclists aren't spontaneously decided). That way Community Boards and other stakeholders be notified when a route plan is going to affect the neighborhood. Police can also monitor activity and ensure all participants are properly licensed and registered.
