What's happening

This bill creates a special "4-H member" license plate in New York, with proceeds supporting 4-H programs through a dedicated fund.

Why it matters

  1. Creates a dedicated funding stream for 4-H programs. by channeling proceeds from license plate sales (beyond initial set-up costs) directly to the New York 4-H Foundation, potentially increasing resources for youth development, STEM, agriculture, and leadership initiatives statewide.

  2. Imposes accountability and transparency in fund management. by requiring the 4-H foundation fund to be jointly overseen by the commissioner of taxation and finance and the state comptroller, with expenditures audited and approved by the commissioner of agriculture and markets.

  3. Ensures the program is self-sustaining and only launches with demonstrated interest. the DMV must receive at least 200 pre-orders or a $6,000 surety bond before producing the plates, protecting state resources from the risk of low demand.

  4. Sets an expectation for timely use of funds. by directing the commissioner of agriculture and markets to spend all monies collected within each fiscal year, ensuring that contributions quickly translate into active support for 4-H programming.
