What's happening
This bill changes the valid period for seasonal agricultural vehicle permits from four consecutive months to April 1 through November 11.
Why it matters
Extends the operational window for seasonal agricultural vehicles. By shifting from a fixed four-month period to a set April 1–November 11 schedule, the bill better aligns permit validity with the actual growing and harvesting seasons, potentially making it easier for farmers to plan and operate their vehicles legally.
Provides predictability and consistency. A uniform start and end date for all permits reduces confusion and administrative burden, so farmers no longer have to choose or track arbitrary consecutive months—instead, they know exactly when their permits begin and end each year.
May support broader agricultural activity. The extended, specific period covers virtually the entire main agricultural season in New York, potentially benefiting a wider range of crops and farm operations, allowing for more flexibility in responding to weather or market conditions.

Title of bill
An act to amend the vehicle and traffic law, in relation to certain registrations of vehicles
Purpose
This bill will ease the vehicle registration process for the agricultural industry by extending the length of seasonal permits.
Summary of provisions
Section 1. Amends the eighth undesignated paragraph of paragraph (f) of subdivision 15 of section 385 of the vehicle and traffic law by extending the seasonal agricultural permit from "four consecutive months" to "from the first of April to the eleventh of November."
Section 2. Effective date.
Existing law
Currently, a seasonal agricultural permit can only be valid for four consecutive months.
Justification
The need for a seasonal agricultural permit extends longer than the current four-month limit. A more realistic duration would be April to November. This bill provides that reasonable duration.
