What's happening
This bill changes the striped bass fishing closed season in New York's marine waters from December 15-April 15 to January 1-April 15.
Why it matters
Extends the striped bass fishing season by two weeks each year. , allowing anglers more time to fish before the closed period begins, which could benefit the recreational and commercial fishing economy.
Potential impacts on striped bass populations and conservation efforts. may arise, as harvesting is permitted later into December; this could affect spawning or migration patterns if not closely monitored.
Reflects a policy shift balancing fishing interests with resource management. , signaling that lawmakers believe the striped bass stock can withstand a slightly shorter closed season, or that previous restrictions were more conservative than necessary.

Title of bill
An act to amend the environmental conservation law, in relation to the period for the taking of striped bass
Purpose
To alter the period of time in which striped bass are prohibited from being taken in the marine waters of New York State from December 15 thru April 15 to January 1 thru April 15.
Summary of provisions
Subdivision 4 of section 13-0347 of the Environmental Conservation Law is amended to extend the striped bass season in the marine waters of New York State until December 315.
Justification
Federal and State fishing regulations, changes in water temperature and seasonal migration patterns along with weather events and patterns have all negatively affected New York's commercial fishing industry. Today's commercial fishing fleet has been decimated and it is only a small percentage of what it once was. As recently witnessed with Hurricane Sandy, the potential for an extreme weather event to damage fishing infrastructure, further financially cripple our fisherman and force migrating fish out of the region is a reality. Extending the striped bass season to December 31st of each calendar year, will help create jobs, boost the Long island economy and ensure that quotas can be reached even if affected by natural causes. Otherwise, New York State could lose business to neighboring states.
