What's happening

This bill allows homeowners to deduct up to $1,000 per year for certain environmentally friendly home improvements on their state taxes.

Why it matters

  1. Incentivizes green upgrades. By offering a tax deduction, the bill encourages homeowners to invest in environmental improvements like upgraded sewage systems, safer fuel tanks, or stormwater management, which can reduce pollution and protect local ecosystems.

  2. Targets residential property owners. The deduction is specifically for owners of one, two, or three-family homes, potentially making it more accessible to typical homeowners rather than large developers or landlords.

  3. Caps both amount and percentage. Only 50% of qualifying expenses can be deducted, up to a $1,000 annual limit, which helps ensure the benefit is modest and focused on small to medium-sized projects rather than major renovations.

  4. Promotes public health and resilience. Improvements such as modernized sewage disposal or stormwater systems can directly benefit communities by reducing contamination and improving infrastructure resilience to heavy rainfall or flooding.
