What's happening
This bill authorizes the transfer of part of the St. Lawrence Psychiatric Center property to the city of Ogdensburg or a private buyer for development.
Why it matters
Potential for Local Economic Growth. By allowing the transfer of a significant parcel (25 acres) of state-owned land—including a Co-generation Plant—to Ogdensburg or a private developer, this bill opens the door for new business, energy, or industrial projects that could create jobs and boost the local economy.
Safeguards for Public Interests. The transfer is conditioned on approvals from the commissioners of mental health, corrections, and budget, reflecting concern for how new development might affect nearby mental health and correctional facilities, and ensuring state oversight of land use.
State Support for Development. The bill explicitly allows the state to assist Ogdensburg in marketing the property to private developers, indicating an active role in encouraging investment and re-use of surplus state property.
Time-Sensitive Opportunity. The city or private buyers must act within one year or lose the opportunity, adding urgency to local planning and decision-making, and potentially accelerating redevelopment efforts.

Justification
The St. Lawrence Psychiatric Center's campus offers opportunities to transform surplus properties into economic engines that can help attract new private sector investment, spur job creation and help revitalize Northern New York's economy. The City of Ogdensburg has proposed a long-term vision to redevelop surplus properties on the 125-year-old campus to encourage economic development and grow its tax base. This initiative to allow the State of New York to sell 25 acres, known as Parcel D, to the city or a private developer will help drive the overall revitalization of four parcels proposed for future development, including mixed residential use, commercial and industrial projects. Development of these parcels will also serve as a model for New York State to show how to harness vacant and surplus properties by transforming them into major community assets that can help attract private sector investment, create jobs and improve the quality of life for new and current residents.
