What's happening

This bill allows New York AMVETS members to obtain a special "AMVETS" license plate for a one-time $10 fee.

Why it matters

  1. Honors and Recognizes AMVETS. By creating a special license plate for AMVETS members, the bill formally acknowledges and increases the public visibility of this congressionally-chartered veterans’ organization, potentially supporting its reputation and recruitment.

  2. One-Time Fee and Eligibility Safeguards. The $10 service charge is a one-time fee, making it more affordable than annual fees for some other specialty plates. The requirement for proof of AMVETS membership ensures only eligible veterans can obtain the plate, maintaining its integrity and meaning.

  3. Minimum Demand or Financial Safeguard Required. To protect state resources, the DMV will only design and issue the plate if either 200 prepaid orders are received or a $6,000 surety bond is provided—preventing the state from incurring costs for an unpopular plate.

  4. Dedicated Revenue Use. Funds raised from the service charge are directed to a special DMV fund, ensuring that money collected for the plates supports their design, production, and promotion—rather than being diverted to unrelated expenses.

Title of bill

An act to amend the vehicle and traffic law, in relation to the issuance of specialty plates for members of AMVETS

Purpose or general idea of bill

This legislation would allow American Veterans (AMVETS) to obtain a specialty license plate that bears special wording that recognizes both the membership and organization of the applicant. This distinctive plate would be issued upon proof that is satisfactory to the Commissioner of the Department of Motor Vehicles.

Summary of specific provisions

Section 1: 1. The vehicle and traffic law is amended by adding a new section 404-x establishing distinctive plates for AMVETS. Any member of the AMVETS, residing in the state, shall be issued a license plate bearing the term "American Veteran", "AMVET" or "AMVETS". 2. Requires that satisfactory proof of membership be presented. 3. Establishes that this distinguished plate will be issued in the same manner as other numbered license plates upon the payment of the regular registration fee and a one-time service charge of ten dollars. 4. Being part of "AMVETS" will mean that the federally chartered corporation is advocating on behalf of all American Veterans.

Section 2: This act shall take effect immediately.

Justification

At this time, The State of New York makes available many different distinctive license plates to members of various groups. The AMVETS is a service organization that supports and assists the honorable men and women, who. are currently serving or have served, in the U.S. Armed Forces from World War II until now, including the National Guard and Reserves. These members of AMVETS have served our country well and continue to be leaders in our communities. Therefore, this legislation would make it possible for the honorable members of this organization to display their association with a specific New York State license plate.
