What's happening

This bill extends the biofuel tax credit from four to nine years and requires all New York municipalities to use biofuels for any fuel needs.

Why it matters

  1. Extending the biofuel tax credit from four to nine years offers greater financial stability for biofuel producers. , encouraging longer-term investment and growth in New York’s renewable fuel industry, which could lead to more jobs and local economic development.

  2. Municipalities being required to use biofuels for any fuel needs may significantly increase demand for biofuels statewide. , potentially accelerating the shift away from fossil fuels and supporting local biofuel markets.

  3. The mandate could drive infrastructure upgrades and operational changes for cities, towns, and villages. , affecting procurement practices, vehicle fleets, and heating systems—potentially increasing short-term costs but aligning public operations with state climate and energy goals.

  4. By making local governments early and reliable adopters, the bill could help New York set an example for sustainable practices. , positioning the state as a leader in renewable energy policy and possibly influencing broader regional or national trends.

Title of bill

An act to amend the tax law, in relation to extending the biofuel credit and to amend the general municipal law, in relation to requiring all municipalities to use biofuels for any purpose which requires the use of fuel

Purpose or general idea of bill

Extends the biofuel credit and requires municipalities to use biofuels for any purpose which requires the use of fuels.

Summary of specific provisions

* Subdivision (a) of section 28 of the Tax Law is amended.

* The General Municipal Law is amended by adding a new section 99-x.

Justification

Renewable fuels, or "biofuels", are liquid transportation fuels made from agricultural crops such as soybeans. The use of Biofuels can make a big difference in improving our environment, helping our economy, and reducing our dependence on foreign oil. Biofuels have been proven to be a worthy alternative. Not only is it essential that we consider alternative, renewable fuel sources to help reduce our dependence on foreign oil sources, it is also our responsibility, both economically and environmentally, to use these alternative fuel sources.
