Title of bill
An act to amend the vehicle and traffic law, in relation to eliminating the metropolitan commuter transportation district supplemental registration fee for certain counties
Purpose
To exempt the counties of Dutchess, Putnam, Rockland and Orange from the metropolitan commuter transportation district supplemental registration fee and the supplemental learner permit/license and renewal fees.
Summary of provisions
Section 1: Amends section 499-a of the vehicle and traffic law by exempting four counties from the registration fee.
Section 2: Amends subparagraph (i) of paragraph (b-1) of subdivision 2 of section 503 of the vehicle and traffic law by exempting four counties from the permit fee.
Section 3: Amends subparagraph (i) of paragraph (c-3) of subdivision 2 of section 503 of the vehicle and traffic law by exempting four counties from the license fee.
Section 4: Provides the effective date.
Justification
The counties of Dutchess, Putnam, Orange and Rockland are classified as commuter counties to New York City, however the vast majority of the residents do not use any form of mass transportation, including the MTA, NYC subway, Long Island Rail Road, NYC Buses, Staten Island Railway, or the MTA Bridges and Tunnels.
Furthermore, Dutchess, Orange, Putnam and Rockland Counties are currently only afforded partial representation on the MTA Board with only one vote among them. As the State does not recognize the four counties in the same manner as the remaining counties in the MTA region, they should not be subjected to the same fees and taxes. The four Hudson Valley counties should not be forced to participate in every MCTD fee without proper representation in the formation of commuter policy.
