What's happening
This bill allows Syracuse to create administrative hearings for code violations threatening public health or safety, except building code violations.
Why it matters
Gives Syracuse more tools to address urgent issues. By allowing the city to set up administrative hearings for code and ordinance violations that threaten public health or safety (except building code cases), Syracuse can act faster against dangerous conditions like unsafe properties, trash accumulation, or illegal dumping.
Eases the burden on regular courts. Administrative hearings can resolve many violations outside of the traditional court system, freeing up court resources for more serious criminal or civil cases and making enforcement more efficient.
Could result in quicker compliance and improved neighborhoods. With a streamlined process, property owners or violators may be held accountable more rapidly, potentially leading to faster resolution of health and safety hazards in Syracuse communities.

Title of bill
An act to amend the general municipal law, in relation to bureaus of administrative adjudication
Purpose of bill
This bill will authorize the City of Syracuse to create an Administrative Adjudication Bureau to adjudicate code violations.
Summary of provisions
Section 1: Adds a new subsection 3 to § 380 of the General Municipal Law authorizing the City of Syracuse to adopt a local law to create an Administrative Adjudication Bureau to adjudicate code and ordinance violations that constitute a threat or danger to public health, safety or welfare.
Section 2: Establishes the effective date.
Justification
The Syracuse City Housing Court calendar has become overburdened with cases prosecuting code violations, including many minor violations. The City seeks to implement the model used in Buffalo and Yonkers to adjudicate minor violations though an Administrative Adjudication Bureau. The Bureau would use Administrative Law Judges to adjudicate code violations in an efficient and expeditious manner. The goal is to free up the resources of the City and the City Housing Court for the prosecution of the most serious code and ordinance violations. Syracuse, like other Upstate cities, is facing an epidemic of absentee landowners that allow their properties to deteriorate and code violations to mount. This bill will give the City a new tool in their fight against urban blight.
Legislative history
New bill.
Fiscal implications
By improving enforcement of City codes and ordinance violations revenues should increase.
Effective date
This act shall take effect immediately.
