What's happening

This bill allows New York City to create a parking permit system for Staten Island park-and-rides, giving free permits to residents and charging out-of-state users.

Why it matters

  1. Helps Staten Island residents by reserving free parking at local park-and-ride lots, potentially making commutes easier and reducing conflicts with out-of-state drivers over limited spaces.

  2. Allows New York City to generate new revenue from out-of-state users, which could help offset the costs of maintaining or improving park-and-ride facilities.

  3. Requires transparency and public input before implementing any permit system, as a public hearing must be held prior to adoption, giving local stakeholders a voice in the process.

  4. Provides flexibility for the city to tailor the permit system—such as setting fee schedules, determining effective times/days, and exempting certain vehicles (e.g., those registered under specific NY laws)—ensuring the policy can adapt to community needs.

Title of bill

An act to amend the vehicle and traffic law, in relation to parking permit systems for park-and-rides on Staten Island

Purpose

Relates to authorizing a parking permit system for park-and-rides in the Borough of Staten Island

Summary of provisions

Section 1 amends the Vehicle and Traffic law by adding a new section 1640-q.

Justification

This bill would implement a parking permit system for park-and-ride parking lots located in Staten Island. The Borough of Staten Island has three park and ride parking lots offer Staten Island commuters a combined 1,157 parking spaces.

Recently, it seems that out-of-state residents are taking advantage of the free parking at park-and-ride lots to the detriment of Staten Island residents. This requires Staten Island residents often have to find less convenient parking when parking spaces in park-and-ride lots are occu- pied by out-of-state residents. The cost of operating and maintaining park-and-ride parking lots on Staten Island is supplemented with revenue collected from the taxes paid by Staten Island residents and other resi- dents of the state of New York.

This bill, by implementing a paid parking permit system at Staten Island park-and-ride lots in which Staten Island residents receive a permit free of charge and out-of-state residents pay an annual fee for a permit would increase the availability of parking spaces for Staten Island residents.

Fiscal implications

None.
