What's happening
This bill prohibits county and state political party chairs from registering as lobbyists in New York.
Why it matters
Aims to reduce conflicts of interest. by preventing individuals who lead county or state political parties from simultaneously working as lobbyists, which could otherwise allow them to use their political influence for private or organizational gain.
Seeks to increase transparency and public trust. in both government and political parties by drawing a clear line between political leadership and paid lobbying activities.
May alter the pool of available lobbyists and party leaders. , as individuals would have to choose between holding a party chair position and pursuing lobbying work, potentially affecting how lobbying and party operations are conducted in New York.
Addresses concerns about the “revolving door”. between political power and private influence, targeting a specific route through which political insiders can directly shape policy outcomes for paying clients.

Title of bill
An act to amend the legislative law, in relation to prohibiting certain persons from registering to lobby
Purpose or general idea of bill
This bill would prohibit state and county political party chairmen and women from registering as lobbyists and directly lobbying the legislature on behalf of clients.
Summary of specific provisions
Section 1. Amends subdivision a section 1-c of the legislative law. Prohibits state and county political chairmen and women from registering as lobbyists.
Justification
Political party chairs have wide influence. This bill adds state or county political party chairs to the list of individuals who cannot register as lobbyists. Legislators are beholden to their constituents and should be separated from influence by special interests.
Political party chairpeople have considerable sway over the ability of candidates to secure a ballot line. This bill will prevent actual or perceived excess influence from powerful political leaders. This potential conflict of interest would be avoided by preventing political party chairs from lobbying the state legislature on behalf of clients.
