What's happening

This bill allows North Salem's building inspectors to live in Westchester, an adjoining county, or Dutchess County, New York.

Why it matters

  1. Expands the hiring pool for North Salem's building inspector roles. by allowing qualified candidates from Dutchess County and any counties adjoining Westchester, which could help address staffing shortages or attract more experienced inspectors.

  2. Maintains stricter residency requirements for building inspectors in other towns. , clarifying that this exception only applies to North Salem unless otherwise specified by law, thus reinforcing local control in most municipalities.

  3. Could improve town services and oversight. by potentially increasing the quality and diversity of applicants, which may lead to more effective building inspections and public safety outcomes in North Salem.

Title of bill

An act to amend the public officers law, in relation to the residency requirements of the town building inspector and deputy town building inspector of the town of North Salem, Westchester county

Purpose

This bill will expand the eligibility for the building inspector and deputy building inspector positions in North Salem to include residents of Dutchess County.

Summary of provisions

Section one amends subdivision 17 of section 3 of the Public Officers Law so that the town building inspector or deputy town building inspector of the Town of North Salem can not only reside in an adjoining county to the county of Westchester but also in Dutchess county.

Section two sets the effective date.

Justification

Current law states that the North Salem town building inspector and deputy building inspector must reside in the county of Westchester or an adjoining county. Allowing for these positions to be staffed by an individual who can reside in Dutchess County, will help allow for the most qualified individuals to serve in those capacities. The town of North Salem is on the Westchester-Putnam border, and so therefore is not far from Dutchess County.
