What's happening
This bill expands the allowed use of certain Bronx state lands to include housing for destitute, refugee, delinquent, and/or disabled persons.
Why it matters
Broadens the groups eligible for housing and shelter. on specified Bronx state lands, potentially addressing the needs of destitute, refugee, delinquent, and disabled populations who may not have been explicitly covered before.
Allows service providers to adapt housing programs. to meet diverse and changing demands, such as responding to refugee influxes or supporting individuals with disabilities, rather than being limited to serving only the homeless.
Could impact neighborhood dynamics and resource allocation. , as the inclusion of new populations (e.g., delinquent or refugee individuals) might require additional support services, community engagement, and oversight to ensure successful integration and safety.
Retains state oversight by stipulating land reversion. , meaning if the property ceases to serve these expanded purposes, ownership returns to New York State, providing a check on long-term use and accountability.

Title of bill
An act to amend chapter 243 of the laws of 2004, authorizing the commissioner of general services to sell and convey certain state lands in the borough and county of Bronx to be used for housing and shelter for the homeless in New York city, in relation to authorizing such lands to be used for housing and sheltering destitute, refugee, delinquent and/or disabled persons
Purpose or general idea of bill
To amend the deed restriction for 2322 Valentine Avenue, Bronx NY, to be used for housing and sheltering destitute, refugee, delinquent or disabled persons
Summary of specific provisions
The bill would change the deed restriction for 2322 Valentine Avenue, Bronx, NY, to allow Catholic Guardian Services, formerly the Catholic Home Bureau, to utilize 2322 Valentine Avenue, Bronx, NY as a place to house and shelter destitute, refugee, delinquent or disabled persons.
Justification
The property located at 2322 Valentine Avenue, Bronx, NY has been under the ownership of Catholic Guardian Services (CGS) since 2005 and primarily been used to provide services to homeless women and their children. Currently, the property is vacant. CGS has been working with OPWDD in developing a plan to run a residential program for people with disabilities at this property. However, the deed is currently restricted to use the property to house homeless individuals. This bill is needed in order change the deed restriction so that CGS can use 2322 Valentine Avenue, Bronx, NY to house and shelter destitute, refugee, delinquent or disabled persons.
