What's happening

This bill designates a bridge in the village of Philadelphia, Jefferson County, as the "New York State Trooper Joel R. Davis Memorial Bridge."

Why it matters

  1. Honors a Fallen State Trooper. By naming the bridge after Trooper Joel R. Davis, the bill publicly recognizes his service and sacrifice, reinforcing community respect for law enforcement and remembrance of those who died in the line of duty.

  2. Ceremonial Naming Without Practical Disruption. The bill specifically states the naming is ceremonial; the bridge’s official name used for maps, navigation, and commerce will not change, ensuring there’s no confusion for travelers or businesses relying on current designations.

  3. Visible Public Remembrance. The Department of Transportation will install and maintain signage, ensuring that Trooper Davis’s name and legacy are visible to the public, which can inspire community reflection and awareness every time the bridge is crossed.

Title of bill

An act to amend the highway law, in relation to desig- nating a portion of the state highway system in the village of Phila- delphia, county of Jefferson as the "New York State Trooper Joel R. Davis Memorial Bridge"

Purpose

To memorialize and honor New York State Trooper Joel R. Davis.

Summary of provisions

Section 1: Amends the highway law by adding a new section 344-h.

Section 2: States that the designation called for pursuant to section one of this act shall be ceremonial and not official.

Section 3: Sets forth the effective date.

Justification

This bill is being introduced to honor the memory of Trooper Joel R. Davis, a New York State Police officer who made the ultimate sacrifice by giving his life in the line of duty while responding to a call for help, knowing that he faced an armed assailant. Trooper Davis, who had served for 14 years as a law enforcement officer, first as a sheriff's deputy and later as a member of the New York State Police, was a devoted husband and father of three children.

Trooper Davis was a visible presence in northern Jefferson County and an active member of the community. Dedicating this bridge, not far from where he worked and patrolled to keep the public safe, is a fitting tribute to a man whose life of service was in the best traditions of Troop B and the entire Empire State.
