What's happening

This bill requires the Department of Taxation and Finance to notify veteran property owners when their school district offers a new property tax exemption or abatement for veterans.

Why it matters

  1. Proactively informs veterans who already receive property tax benefits. from any local authority, ensuring they do not miss out on new school tax exemptions or abatements that may apply to them.

  2. Reduces gaps in communication between school districts, the Department of Taxation and Finance, and eligible veterans. , potentially increasing the number of veterans who can take advantage of property tax relief.

  3. Spells out the department’s duty to provide clear, actionable instructions. not just notification—so veterans know exactly what steps (if any) are needed to secure the new benefit.

  4. Could lead to greater fiscal stability and predictability for veterans. , as they are less likely to overlook new exemptions and more likely to plan their finances with updated property tax information.

Title of bill

An act to amend the real property tax law, in relation to directing the department of taxation and finance to provide notice to property owners who are veterans when the school district, in which their property is situate, elects to provide a real property exemption or abatement to veterans

Purpose

Provides notice to certain veterans that are property owners that they qualify for a school tax exemption or abatement for real property.

Summary of provisions

Section 1. Amends the Real Property Tax Law by requiring notice of availability of a school tax exemption or abatement for property owned by certain veterans.

Section 2. Effective date.

Justification

School districts, by resolution, may elect to grant a school tax exemption or abatement to real property owned by certain veterans in their school district.

This bill would require school districts that pass such a resolution to provide notice to the Department of Taxation and Finance within ten days of the resolution's adoption.

Additionally, the Department of Taxation and Finance shall provide notification to certain veterans that own real property in a school district that grants the school tax exemption or abatement. The notifi- cation shall be sent by first-class mail and shall provide the steps the property owner must take in order to be granted the school tax exemption or abatement. Countless veterans qualify for the exemption but are not aware that such an exemption even exists and thus do not apply.

This legislation would ensure the veterans of this State, who have sacrificed so much, are notified of a tax exemption that they rightfully deserve.
