What's happening
This bill requires a review of free or reduced hunting and fishing license policies and an analysis of their fiscal impact.
Why it matters
Potential changes to who qualifies for free or reduced-fee licenses could impact many New Yorkers. the review could lead to expanded eligibility for veterans, seniors, youth, or other groups, affecting access to outdoor recreation and traditions.
The fiscal analysis directly addresses how expanded discounts might affect state conservation funding,. which pays for wildlife management, habitat protection, and enforcement; significant changes could either strain or support these programs depending on the findings.
Involving the Conservation Fund Advisory Board ensures that stakeholders with expertise in conservation and public interests have a say,. potentially leading to more balanced and sustainable policy recommendations.
The required report to top state officials means future legislative or executive actions could be shaped by these findings,. influencing not just license policies, but also broader budget and conservation priorities in New York.

Title of bill
An act to amend the environmental conservation law, in relation to hunting and fishing licenses
Purpose or general idea of bill
To obtain additional information regarding the financial implications of expanding free and reduced-fee hunting and fishing licenses.
Summary of specific provisions
This bill would add a new § 11-0305 to the Environmental Conservation Law.
Justification
Revenue from the sale of hunting and fishing license is remitted to the State's Conservation Fund. Monies in this fund are used to support hunting and fishing related purposes. The language of the fund states "These moneys, after appropriation by the legislature, and within the amounts set forth and for the several purposes specified, shall be available to the department of environmental conservation for the care, management, protection and enlargement of the fish, game and shell fish resources of the state and for the promotion of public fishing and shooting." There are a number of proposals to provide free or reduced-fee hunting and fishing licenses; however, the balance of the Conservation Fund has been declining. The purpose of this bill is to require the Department of Environmental Conservation, in consultation with the Conservation Fund Advisory Board, to review existing state policies regarding free or reduced-fee hunting and fishing license and submit findings to the Legislature. Such findings shall include an analysis of the fiscal impact that providing free or reduced hunting and fishing licenses to additional individuals or groups would have on the Conservation Fund.
