What's happening
This bill sets the 2018 New York fall primary for Thursday, September 13, 2018, and adjusts the political calendar accordingly.
Why it matters
Shifting the primary to a Thursday (rather than the more typical Tuesday) could impact voter turnout. , either making it harder for some people to vote due to schedule changes or potentially increasing participation if conflicts are reduced.
Adjusting the entire political calendar for this one-year change will affect deadlines for candidate petitions, voter registration, and absentee ballot requests. , which could catch campaigns and voters off guard if they are not aware of the new dates.
Making this change as a one-time exception highlights possible scheduling conflicts or administrative issues in the 2018 election year. , such as conflicts with religious holidays or logistical concerns, revealing how election timing can have broader civic and operational consequences.

Title of bill
An act to require the 2018 fall primary be held on Thursday, September 13, 2018 and the political calendar be adjusted accordingly; and providing for the repeal of such provisions upon expi- ration thereof
Purpose
To change New York's scheduled 2018 primary date from September 11th to September 13th to avoid conflicts with both the religious observation of Rosh Hashanah and the national day of remembrance on 9/11.
Justification
The 2018 primary is scheduled for Tuesday, September 11th, 2018. The date directly conflicts with the religious observance of Rosh Hashanah. September 11, 2018 is the second day of Rosh Hashanah, when observance is mandatory for many of the Jewish faith. Additionally, September 11th is a national day of service and remembrance for our country. This legislation will move the primary day to ensure that our state's poli- tical calendar does not, in any way, diminish or interfere with the solemn tributes and observances dedicated to the people who perished and the heroic sacrifices made by so many on that date.
Legislative history
