Justification

Under this bill taxpayers would have the option to support and strength- en New York children and families by donating to the William B. Hoyt Memorial Children and Family Trust Fund. Research shows that as the number of adverse child experiences increase, the risk for numerous long term health problems increases significantly. Investing in prevention can reduce the need for costly intervention services resulting from abuse and maltreatment. The William B. Hoyt Memorial Children and Fami- ly Trust Fund is administered by the Office of Children and Families. In 2013, 27 programs received funding from the Trust Fund which helped over 167,554 adults and children in the state. The Trust Fund programs have positive outcomes for individuals served, such as: improved factors that protect against child abuse and neglect improved safety for children, adults and elders exposed to family violence and reduced incidents of Abusive Head Trauma (Shaken Baby Syndrome).
