What's happening
This budget bill appropriates and reappropriates funds for various state agencies to support localities, including aging services, agriculture, arts, criminal justice, higher education, and more for fiscal year 2018-19.
Why it matters
Elderly Services Funding and Flexibility. The bill maintains and expands funding for a wide range of community-based services for older adults, such as nutrition, transportation, in-home support, elder abuse prevention, and caregiver resources. It provides additional flexibility for counties to use state funds beyond the traditional 75% reimbursement cap and allows waivers or reductions in local maintenance of effort requirements, potentially increasing access to services in areas with higher need.
Support for Agriculture and Rural Communities. Significant appropriations support agricultural research, disease control, farm business viability, and education (including Future Farmers of America and farm-to-school programs). Funding is allocated for programs that promote local food systems, protect farmland, improve farmworker conditions, and enhance New York’s agricultural competitiveness, directly impacting rural economies and food supply chains.
Arts and Cultural Investment. The budget continues robust funding for nonprofit arts organizations, museums, performing arts centers, and arts-in-education programs, including capital grants and operating support. This investment is designed to strengthen local economies, promote tourism, and improve quality of life, especially in underserved communities.
Criminal Justice and Reentry Initiatives. Targeted funds are appropriated for crime prevention, alternatives to incarceration, victim services (including domestic violence and rape crisis centers), and reentry support such as employment and family reunification programs for people leaving prison. There is continued investment in programs that reduce recidivism and support public safety, with emphasis on community-based and innovative approaches.
Higher Education and Workforce Development. Large appropriations for the City University of New York (CUNY) system support both community and senior colleges, including workforce development, training for disadvantaged populations, child care on campuses, and apprenticeship programs. This helps expand access to higher education, address skills gaps, and foster economic mobility for students from diverse backgrounds.
Administrative Oversight and Accountability. Many appropriations require that funds are not spent until detailed plans are submitted and approved by the state budget director, with explicit guidelines for transparency, competitive grants, and renewal priorities. This is intended to ensure that funds are distributed equitably, address demonstrated needs, and are subject to legislative and public oversight.
