What's happening

This bill allows Tompkins County to fund and contract for the development, maintenance, and management of affordable housing.

Why it matters

  1. Expands Local Government Powers. By letting Tompkins County directly fund and contract for affordable housing, the bill empowers local officials to address housing needs in ways tailored to their community, rather than relying solely on state or federal programs.

  2. Supports Housing Stability. Increased county involvement could mean more stable, long-term support for affordable housing, potentially reducing displacement and homelessness among low- and moderate-income residents.

  3. Promotes Accountability and Oversight. Allowing the county to contract for development and management creates opportunities for local oversight, which could lead to higher standards in the construction and maintenance of affordable housing projects.

Title of bill

An act to amend the county law, in relation to author- izing the county of Tompkins to appropriate and contract for the devel- opment, maintenance, and management of affordable housing

Purpose

The purpose of this bill is to authorize the county of Tompkins to appropriate funds for the purposes of affordable housing.

Summary of provisions

Section 1 of the bill authorizes the county of Tompkins to provide fund- ing for sustainable affordable housing projects.

Section 2 requires that this bill take effect immediately.

Justification

Section 224 of the New York State County Law provides the authority to a county board of supervisors to contract for public benefit services, which does not include the development, maintenance, or management of affordable housing. Tompkins County has an inadequate supply of afforda- ble and safe housing, but is unable to address the situation. An amend- ment to the law is necessary to meet the housing needs of Tompkins Coun- ty residents.
