What's happening
This bill allows motor vehicle dealers to charge up to $499 for assisting with vehicle registration and title applications.
Why it matters
Establishes a clear legal limit on how much dealers can charge. for assisting with registration and title paperwork, potentially preventing unexpected or excessive dealer add-on fees for car buyers.
Separates dealer assistance fees from official state fees. by specifying that the dealer charge does not include the actual DMV costs or inspection fees, which could help consumers understand what they're paying for and prevent double-billing.
May incentivize more dealers to provide registration/title services directly. , potentially making the car buying process more convenient for customers who want to avoid trips to the DMV.
Could impact the total cost of purchasing a vehicle. , especially for buyers with tight budgets, as it formalizes and potentially increases the maximum fee that can be charged for this often-mandatory service.

Title of bill
An act to amend the vehicle and traffic law, in relation to dealer fees for registering a motor vehicle
Purpose or general idea of bill
This bill allows dealers to charge an individual who purchases a vehicle a fee of up to $499 for the cost of preparing and filing the sales contract and other paperwork.
Summary of specific provisions
Section one of the bill amends subdivision 1 of section 401 of the Vehi- cle and Traffic law by adding a new paragraph c that allows for any dealer registered pursuant to section 415 of the Vehicle and Traffic law to charge a person who purchases a vehicle from such dealer a fee for assisting in securing a registration and/or certificate of title for such vehicle, provided the dealer actually performs the service of filing the application for title and/or registration with the commis- sioner or his or her issuing agent The fee may not exceed $499.
Section two provides that this act shall take effect on the 30th day after it shall have become a law.
Justification
Currently under 15 CRR-NY 78.19, dealers are allowed to establish a fee of up to $75 for assisting in securing a registration and/or certificate of title for such vehicle, provided the dealer actually performs the service of filing the application for title and/or registration with the Commissioner of Motor Vehicles or his or her issuing agent. Only two other states in the United States have a documentation fee as low as New York State. This bill aligns New York with other states such as Arizona, Florida, Maine, Massachusetts, Nevada, and New Jersey that allow documentation fees between $399 and $799. By allowing dealers in New York the choice to issue a doc fee of up to $499, dealers will be justly compensated for to cover the cost of preparing and filing the sales contract and other paperwork.
