What's happening

This bill updates and extends the schedule for the Metropolitan Transportation Authority to submit five-year capital program plans.

Why it matters

  1. Ensures regular, long-term planning. By updating the schedule for submitting five-year capital program plans beyond 2014, the bill helps guarantee that the Metropolitan Transportation Authority (MTA) continues to plan and invest in critical infrastructure needs on a rolling basis, rather than facing gaps in oversight or preparation.

  2. Improves transparency and accountability. Regularly scheduled submissions to the MTA Capital Program Review Board mean that stakeholders—including legislators, oversight bodies, and the public—will have ongoing opportunities to review, provide feedback on, and influence MTA’s priorities and spending.

  3. Supports funding stability and project continuity. By requiring the MTA to maintain a predictable five-year planning and reporting cycle, the bill may make it easier to secure funding from state, federal, and other sources, and to ensure that major projects are not delayed due to administrative lapses or uncertainty about future plans.

Title of bill

An act to amend the public authorities law, in relation to capital program plans

Purpose or general idea of bill

Relates to changing the date of submission of the capital program plan to the capital program review board.

Summary of provisions

Amends section 1269-b of public authorities law to add a new paragraph (d) and amend paragraphs (b) and (c).

Justification

This bill would move up the date by which the MTA is required to submit its five year capital plan to the capital program review board (CPRB). Currently, public authorities law requires the authority to submit the plan every fifth year by October first, in preparation for every five- year capital plan. This bill would move up the date to require such submission on or before January 31st, 2019, and every fifth year there- after. For the MTA's upcoming 2020-2024 capital plan and every following plan, this bill would require the plan to be provided to the CPRB during the legislative session. This shift would allow for a longer period for the public to voice concerns and allow the legislature to have more of a constructive input in the MTA's five-year capital plans.
