What's happening
This bill allows Edward P. Ackley to take the civil service exam and be eligible for full-time police officer appointment in Hudson Falls.
Why it matters
Creates an individual exception to state civil service rules. , allowing Edward P. Ackley to bypass certain eligibility restrictions that might otherwise prevent him from advancing from part-time to full-time police officer status in Hudson Falls.
May set a precedent for similar personal legislation. , which could encourage other municipalities or individuals to seek legislative relief from established civil service requirements, potentially impacting statewide standards and fairness.
Ensures Ackley must still meet merit-based standards. , as he is required to pass the competitive examination and fulfill the merit and fitness criteria, maintaining some level of competitive integrity in the hiring process.
Reflects local or departmental needs and priorities. , suggesting the village values Ackley’s service or experience enough to seek a legal exception, which may influence local staffing, morale, or public perception of fairness in hiring.

Title of bill
An act to authorize Edward P. Ackley to take the competitive civil service examination and be placed on the eligible civil service list for employment as a full-time police officer for the village of Hudson Falls
Purpose
Authorizes Edward P. Ackley to take the competitive exam for police officer and be placed on the eligible list for such position in the Village of Hudson Falls.
Summary of provisions
Section 1: Authorizes Edward P. Ackley to sit for the civil service exam and be placed on the eligibility list for full time police officer for the Village of Hudson Falls.
Section 2: Establishes the effective date as immediately.
Justification
Due to the provisions under the Civil Service Law, the Village of Hudson Falls has requested legislation to permit one of their part-time offi- cers, Edward P. Ackley, to be eligible to take the civil service exam- ination since he is currently older than 35 years old.
Recruiting and retaining well-qualified full time police officers is challenging for small and rural police departments. At the request of the Mayor of the Village of Hudson Falls and the Chief of Police, and by resolution of the Village Council, this bill would address this issue by allowing a part time police officer of the Village of Hudson Falls Police Department to be eligible for full time status. While age restrictions certainly have practical value, they do not always reflect the ability of some candidates to perform full time police duties. According to the Chief of Police, Officer Ackley (part time since 2016) is perfectly competent to perform the duties required of a full time police officer, rating his skills as "exemplary" even outperforming some of his younger coworkers.
