What's happening
This bill creates a "West Indian American Day Carnival" specialty license plate in New York, with an extra annual fee.
Why it matters
Promotes cultural recognition. By allowing residents to display "West Indian American Day Carnival" license plates, the bill publicly acknowledges and celebrates the contributions of the West Indian American community in New York.
Supports DMV funding for specialty plates. The additional $25 annual service charge collected for these plates is earmarked for the DMV’s Distinctive Plate Development Fund, helping finance the creation, marketing, and distribution of specialty plates rather than drawing from general funds.
Ensures financial viability before launch. The requirement for either a $6,000 surety bond or 200 prepaid orders before production protects the state against losses if there is insufficient public interest, ensuring that only specialty plates with proven demand are produced.
Creates a community-driven initiative. The process depends on grassroots interest—if 200 orders aren’t received within two years, the program is discontinued and the bond may be used to cover costs, which encourages active community involvement for the plate to become a reality.
