What's happening

This bill establishes a $30 million annual grant program to fund innovative, technology-based learning strategies for high-need and at-risk students in New York schools.

Why it matters

  1. Targets funding specifically toward high-need and at-risk students. , aiming to close achievement gaps by supporting those most likely to struggle with current educational standards.

  2. Prioritizes public/private partnerships and technology integration. , encouraging schools to collaborate with external organizations and adopt innovative tools (like one-to-one laptops and new educational software) that could transform traditional classroom learning.

  3. Uses a competitive grant process with clear evaluation criteria. , meaning districts must demonstrate both need and a credible plan for improving student outcomes with technology, rather than receiving funds automatically.

  4. Allocates resources based on city size and enrollment. , ensuring both large urban districts and smaller or non-urban districts have access to funding, but with formulas designed to reflect differing population and enrollment realities.
