What's happening

This bill requires vehicle safety inspections in New York to include checks for muffler or exhaust system noise levels and compliance with sound regulations.

Why it matters

  1. Expands the scope of annual vehicle safety inspections to explicitly include testing for muffler and exhaust system noise. , tying inspections to specific maximum allowable sound levels detailed in state law—potentially resulting in more vehicles failing inspection if their exhausts are too loud.

  2. Empowers the Department of Motor Vehicles (DMV) to set technical standards and procedures for noise testing at inspection stations. , which means the DMV will determine how noise is measured and what equipment is necessary—introducing a new regulatory framework for both inspectors and motorists.

  3. Addresses community concerns about noise pollution from excessively loud vehicles by making noise compliance a condition for passing inspection. , which could improve quality of life in neighborhoods affected by vehicle noise but may also impact drivers who have modified their exhaust systems for sound.
