What's happening

This bill requires companies doing business in New York to file biennial workplace climate reports, receive public scores, and face penalties for failing to improve poor environments related to harassment and discrimination.

Why it matters

  1. Creates real public accountability. By requiring anonymous employee surveys and making company climate scores public, the bill puts reputational pressure on companies to address workplace issues such as harassment, discrimination, and pay equity.

  2. Links compliance to state benefits. Companies that fail to improve poor workplace environments risk losing eligibility for state contracts, tax credits, and other benefits—making workplace culture a direct factor in business opportunities.

  3. Standardizes workplace climate assessment. The Commissioner will set statewide standards for evaluating company environments, ensuring a consistent, comparable approach to how companies are graded and how problems are identified and addressed.

  4. Protects employee privacy. All reports must exclude personally identifying information, encouraging honest employee feedback without fear of retaliation.
