What's happening

This bill requires all customer-facing public transportation employees in New York to complete a standardized human trafficking recognition training program.

Why it matters

  1. Expands frontline vigilance. By requiring all customer-facing public transportation employees to complete human trafficking recognition training, the bill ensures that a wide range of workers—often among the first to encounter trafficked individuals—are equipped to identify and respond to potential victims.

  2. Standardizes training content. The mandated program will be created jointly by state agencies and experts, ensuring consistency and quality across all public transit systems, and covering key topics such as legal definitions, victim identification, and available support services.

  3. Facilitates coordinated response. By involving multiple agencies (including the Division of Criminal Justice Services, Office of Temporary and Disability Assistance, Department of Labor, and the Interagency Task Force), the bill promotes a unified, informed approach to tackling human trafficking within New York’s transportation sector.

  4. Potential to increase victim recovery. With more trained eyes on the lookout, the bill may lead to earlier identification of trafficking victims and faster connections to legal and social services, potentially improving outcomes for survivors.
