What's happening
This bill requires animal shelters and authorities in New York to promptly provide proper care, shelter, food, water, and veterinary treatment to all seized, surrendered, or stray animals in their custody.
Why it matters
Beyond the redemption period. Replaces the existing requirement to shelter, feed and water seized dogs during the redemption period with duties lasting throughout the custodian’s possession, care or control.
Specific care standards. Requires prompt inspections, necessary immediate veterinary treatment, parasite control and appropriate vaccinations. Drinking water must be potable, non-frozen and accessible at all times.
Municipal custody statewide. Covers specified officers, animal welfare societies and municipally operated or contracted pounds and shelters across New York, adding provisions for owner-surrendered dogs and lost, stray or homeless animals. The requirements would take effect 30 days after becoming law.
