What's happening
This bill requires the creation of a public online database listing major capital improvements made by landlords in large New York cities.
Why it matters
Increases transparency. for tenants, advocates, and the public by making detailed information about major capital improvements (MCIs) by landlords easily accessible online, potentially helping renters better understand rent increases connected to these improvements.
Creates accountability for landlords. by requiring them to publicly disclose specific information (cost, make/model, vendor, purchase location, and installer) about building-wide improvements, reducing opportunities for inflated or fraudulent MCI claims.
Empowers renters and oversight agencies. to scrutinize improvement costs and processes, which may deter unnecessary or overpriced renovations being used to justify rent hikes, especially in large cities with tight housing markets.
Facilitates data-driven policy and advocacy. by providing a centralized, searchable record of capital investments in the city’s largest buildings, which can inform future housing legislation and tenant protections.
