What's happening
This bill requires New York Medicaid to pay for certain durable medical equipment for Medicare beneficiaries at the same level as for non-Medicare recipients, minus any Medicare payments.
Why it matters
Ensures equitable access to critical medical equipment. by requiring Medicaid to cover the full cost (minus Medicare payments) for items like wheelchairs and speech-generating devices for those who have both Medicare and Medicaid, preventing gaps that could leave dual-eligible individuals without necessary equipment.
Addresses disparities between dual-eligible and Medicaid-only recipients. , so that people on both programs are not disadvantaged or forced to pay more out-of-pocket compared to those on Medicaid alone, promoting fairness in healthcare support.
May improve health outcomes and independence. for people with disabilities or chronic conditions, since consistent access to durable medical equipment is essential for mobility, communication, and daily living, directly impacting quality of life.
Could affect provider participation and equipment availability. by establishing predictable and potentially higher reimbursement rates, making it more feasible for suppliers to serve dual-eligible patients in New York.
