What's happening
This bill allows military veterans to use their DD Form 214 as proof of race, ethnicity, and personal information when certifying a minority-owned business in New York.
Why it matters
Reduces barriers for veteran entrepreneurs. By allowing veterans to use the DD Form 214 as proof of race or ethnicity, the bill streamlines the certification process for minority-owned businesses, making it easier for veterans to access state programs and contracts.
Acknowledges military records as reliable documentation. The legislation recognizes the DD Form 214, a standard and widely used document, as sufficient evidence for several key pieces of personal information, reducing the need for veterans to gather additional paperwork.
Could increase veteran participation in minority-owned business programs. By simplifying the certification process, this change may encourage more veterans from minority backgrounds to apply for and receive minority-owned business status, potentially increasing their representation in state-supported business initiatives.
Requires the state to develop clear guidelines. The bill mandates that the director issue rules and regulations for how DD Form 214s will be accepted, which should help ensure consistency and fairness in the application process.
