What's happening

This bill requires digital billboards in New York to display each image or message for at least 60 consecutive seconds.

Why it matters

  1. Addresses driver distraction and road safety. By requiring digital billboards to keep each image or message up for at least 60 seconds, the bill aims to reduce rapid visual changes that could distract drivers, potentially lowering the risk of accidents.

  2. Impacts advertising strategies and revenue. The restriction means advertisers can’t rotate through as many ads per hour, which could affect how much billboard owners charge and how advertisers plan their campaigns—possibly leading to higher costs per slot or fewer advertisers.

  3. Broadens the definition of “billboard”. The bill covers not just traditional billboards but also signs, posters, displays, and any stationary device designed to attract motor vehicle operators, meaning a wide range of roadside digital displays would be regulated.

  4. Signals state-level attention to digital signage. This legislation reflects growing public and governmental concern over the proliferation of digital advertising in public spaces and its broader effects, potentially influencing similar policies in other states or cities.
