What's happening

This bill requires that municipalities and community boards receive advance notice and redacted copies of liquor license applications for premises located within 500 feet of three or more existing licensed establishments.

Why it matters

  1. Enhances local oversight and transparency. By requiring municipalities and community boards to receive redacted copies of liquor license applications in advance, the bill gives local officials and community members more information and time to evaluate and respond to proposed new establishments in areas already dense with licensed premises.

  2. Protects applicant privacy while increasing disclosure. The law mandates that sensitive personal information (like home addresses, phone numbers, and social security numbers) be removed from shared applications, balancing public transparency with individual privacy concerns.

  3. Aims to address community impacts in high-density areas. The measure specifically targets neighborhoods with a high concentration of bars or restaurants serving alcohol, where new licenses are more likely to have significant effects on noise, congestion, and neighborhood character, giving communities a stronger voice in shaping their environment.

  4. Applies retroactively to pending applications. The bill covers not just new license requests but also those already pending before the State Liquor Authority when the law takes effect, ensuring that its provisions impact ongoing cases and not just future ones.

Who cares

  • Municipalities and community boards

They would receive license applications and hearing dates, times and locations with notices for proposed liquor-serving premises within 500 feet of three or more existing licensed premises.

  • State Liquor Authority

It would have to include applications with those hearing notices, remove specified personal identifiers and decide whether to redact other personal information.

  • Retail and special retail liquor license applicants

Their applications would be shared with municipalities or community boards, but individuals’ home addresses, home telephone numbers and Social Security numbers would be excluded.
