What's happening

This bill prohibits the use of number six fuel oil in any building or facility in New York State starting July 2021.

Why it matters

  1. Environmental and health benefits. Banning number six fuel oil—a heavy, high-pollution heating oil—will likely reduce air pollution, benefiting public health (especially for vulnerable groups like children, the elderly, and those with respiratory issues) and helping address climate change.

  2. Transition requirements for building owners. The law will force property owners, including those of older buildings and industrial facilities, to upgrade or switch their heating systems, which could have cost and logistical implications but may also drive investment in cleaner, more efficient technologies.

  3. Local government flexibility. Municipalities can enact even stricter requirements than the state ban, meaning some areas could see even faster or more aggressive moves away from dirty fuels, leading to uneven impacts and possibly spurring innovation or faster adoption of alternatives in certain localities.
