What's happening

This bill requires annual public reports from state and city agencies on detailed statistics about children served by their programs.

Why it matters

  1. Increases transparency and accountability. by requiring both state and city child services agencies to publish detailed annual data on how children move through their systems (including entries, exits, transfers, and runaways).

  2. Provides a comprehensive view of child welfare outcomes,. including adoption rates, aging out, discharge to kinship or adoption, incarceration, and participation in educational or treatment programs—enabling policymakers and the public to assess system performance and identify gaps.

  3. Highlights intersections between child welfare and other systems. (like juvenile justice and mental health), which can inform reforms and resource allocation to address root causes and improve long-term outcomes for vulnerable youth.

  4. Facilitates community oversight and advocacy. by making this information publicly available on agency websites, empowering advocates, families, and researchers to monitor trends and push for needed changes.
