What's happening

This bill requires an increasing percentage of school speed zones in New York City to have signs with flashing beacons indicating when reduced speed limits are in effect.

Why it matters

  1. Prioritizes student safety by mandating that a growing number of school speed zones in NYC have clearer, more visible warnings (flashing beacon signs), making it easier for drivers to know exactly when reduced speed limits are active.

  2. Creates a phased timeline—requiring 20% of selected school locations to have these enhanced signs starting August 2020, with an increase of 20% each year—ensuring systematic and predictable rollout rather than sporadic implementation.

  3. Enhances enforcement clarity by explicitly connecting the reduced speed limit to the activation of flashing beacons, reducing ambiguity for drivers and potentially making it easier to prosecute speed violations in school zones.

  4. May improve community trust and compliance with school speed limits, as parents, students, and local residents can see tangible safety improvements and clearer communication about when children are most at risk.
