What's happening
This bill changes when English proficiency assessments are given to bilingual or ESL students, requiring testing after three years in the program and annually thereafter.
Why it matters
Delaying English proficiency testing until after three years in a bilingual or ESL program could give students more time to develop language skills before being formally assessed. , potentially reducing pressure and allowing for deeper language acquisition.
This change may impact how quickly students can exit bilingual or ESL programs. , as their eligibility for continued participation would not be formally evaluated until after three years, possibly leading to longer program retention for some students.
Parents and guardians will still be notified about program placement, but the timing of assessment results and transition decisions will shift. , affecting how families and schools plan educational pathways and support services for English learners.
