What's happening
This bill creates a revolving fund for grants to support live, scenario-based emergency responder training programs in rural New York.
Why it matters
Addresses unique risks in rural and agricultural settings. by funding scenario-based training like the "farmedic" program, which prepares responders for emergencies involving farm equipment, chemicals, and structures common outside urban areas—skills not typically covered in standard emergency training.
Expands eligibility to a wide range of local responders. , including police, fire, EMS, hospital, and clinical staff, ensuring that entire rural emergency response teams—not just traditional fire or ambulance services—can access specialized training.
Creates a sustainable, accountable funding mechanism. through a revolving capital fund, with strict oversight, regular reporting, and reinvestment of returns and interest back into training, aiming for long-term support rather than one-time grants.
Enables more affordable participation for cash-strapped rural departments. by covering not just direct training costs but also related expenses (equipment, wages, credit enhancements like loan guarantees), helping smaller agencies that might otherwise be unable to afford this critical training.
