What's happening

This bill requires the MTA to provide two free transfers within two hours for pay-per-ride MetroCard users, funded by state appropriations.

Why it matters

  1. Makes transit more affordable for pay-per-ride MetroCard users. by allowing two free transfers within a two-hour window, which can reduce overall commuting costs, especially for riders who need to use multiple buses or subways for a single trip.

  2. Limits financial impact on the MTA. by requiring that the cost of the new transfer policy must come from dedicated state funding, not the MTA’s own operating or capital budgets—potentially protecting service levels and maintenance budgets.

  3. Could improve transit equity. for riders in outer boroughs or areas with fewer direct routes, since these users often require multiple transfers to reach their destinations and are currently penalized with higher fares.

  4. Provides flexibility for future changes. by allowing the policy to be amended as needed, which means the transfer system can be adjusted based on rider needs or funding availability.
