What's happening

This bill directs the commissioner of education to study and report on how caregiving responsibilities affect children's education in New York.

Why it matters

  1. Acknowledges a hidden student population. By studying "caregiver children," the bill recognizes that many students bear significant family caregiving responsibilities, which are often overlooked in education policy and support systems.

  2. Seeks data-driven understanding of educational impact. The bill mandates analysis of how caregiving affects academic performance, attendance, and overall educational experience, helping to quantify challenges faced by these students.

  3. Pushes for actionable policy changes. By requiring the commissioner to recommend ways to reduce negative impacts and propose legislative solutions, the bill aims not just to identify problems but also to spark concrete support measures for caregiver children.

  4. Highlights root causes and time commitment. Exploring why children become caregivers and how much time they spend in this role can inform broader social policy, including public health, elder care, and family support strategies.
