What's happening

This bill requires the Division of Housing and Community Renewal to study and report on non-rental fees charged by landlords of regulated apartments.

Why it matters

  1. Shines light on hidden costs. By requiring a detailed report on non-rental fees (such as application, late, or amenities fees), this bill aims to reveal potential extra costs tenants face beyond just their monthly rent, which can significantly impact affordability.

  2. Informs future policy. The findings could support future legislation or regulations to cap, standardize, or increase transparency around these fees, potentially leading to stronger tenant protections.

  3. Promotes accountability. Landlords of regulated apartments would be subject to increased scrutiny regarding fee practices, potentially discouraging arbitrary or excessive charges.

  4. Empowers renters and advocates. Publicly available data on the types and amounts of non-rental fees can help renters and housing advocates better negotiate, contest unfair charges, or make more informed housing choices.
