What's happening

This bill changes how social services district medical assistance expenditure amounts are calculated, potentially lowering county costs starting after 2018.

Why it matters

  1. Potential Cost Reductions for Counties. By allowing the medical assistance expenditure amount to be reduced by up to 5% of the 2018 base year amount, counties could see a meaningful decrease in their required spending, freeing up local resources for other uses or reducing pressure on local taxes.

  2. Protection Against Negative Balances. The amendment ensures the expenditure amount cannot go below zero, preventing counties from being required to contribute negative sums and avoiding potential confusion in budgeting or reimbursement processes.

  3. Direct Impact on Property Tax Caps. The bill changes how the state calculates county spending under property tax cap laws, allowing counties to subtract any decrease in their medical assistance costs from their tax cap calculation. This could give counties more flexibility to stay within state-imposed tax caps or even lower property taxes.

  4. Stabilization of Future Increases. By specifying no increase in the medical assistance expenditure amount for 2019, the bill effectively halts automatic annual increases, helping counties better predict and control future budget commitments related to Medicaid and social services.
