What's happening
This bill prohibits landlords from passing fuel cost increases onto tenants in rent-controlled housing in New York City.
Why it matters
Protects tenants from unexpected rent hikes. by ensuring landlords cannot use rising fuel costs as a justification to increase rent for those in rent-controlled apartments, helping tenants better predict and manage their housing expenses.
Shifts responsibility for fuel cost volatility. onto landlords, rather than tenants, which may incentivize landlords to seek energy efficiency improvements or negotiate better fuel contracts.
Strengthens the intent of rent control laws. by closing a common loophole that allowed additional charges, thereby maintaining the stability and affordability that rent control is designed to provide.
Links the protection to the duration of the housing emergency,. meaning these tenant safeguards will persist only as long as the city’s rent control emergency is in effect, ensuring the policy is responsive to broader housing market conditions.
