What's happening
The bill restricts solicitation or sales on state highways in towns, allowing only adults representing certain nonprofits, and only on slower roads.
Why it matters
Limits who can solicit or sell on state highways in towns. Only adults (18+) working for fire companies, voluntary ambulance services, or IRS 501(c) nonprofits are allowed; this excludes children, general individuals, and for-profit groups, tightening public safety standards and curtailing unregulated activity.
Restricts locations to lower-speed roads. The activity is only allowed on state highways with speed limits of 30 mph or less, aiming to reduce the risk of accidents and injuries on busier or faster-moving roads.
Respects local control. Towns retain the authority to ban solicitation or sales on highways through their own local laws, allowing for stricter regulations based on specific community needs or concerns.
May impact fundraising activities. Traditional roadside fundraising by groups not covered (such as school organizations or sports teams) would no longer be permitted on state highways, potentially affecting their fundraising strategies and revenue sources.
