What's happening
This bill allows local governments in New York to grant a full property tax exemption to veterans who are 100% disabled from military service.
Why it matters
Expands local control over veteran benefits. The bill empowers local governments (counties, cities, towns, villages, and school districts) to decide whether to grant this full exemption, allowing them to tailor support for disabled veterans based on local priorities and resources.
Targets the most severely disabled veterans. Only veterans (or their unmarried surviving spouses) who are 100% disabled due to military service and who served in combat zones are eligible, focusing resources on those with the highest level of service-related need.
Removes previous exemption caps for this group. Any local maximum limits on property tax exemptions that normally apply will not restrict the full exemption for these 100% disabled veterans, ensuring they can receive a complete property tax waiver if their locality opts in.
